Rocky and Mackay councils to test out Qld planning scheme

ROCKHAMPTON and Mackay Regional Councils will be some of the first local governments in Queensland to take part in a new streamlined planning scheme.

The "Planning Healthcheck" pilot scheme aims to combat blown out approval timeframes and burdensome planning applications - concerns which the State Government claims have surrounded council planning processes.

Premier Campbell Newman announced on Thursday Redlands, Rockhampton and Mackay Regional Councils would be the first authorities to test out the scheme.

It will involve councils comparing their planning processes and performance to a set of State Government-drafted indicators.

Deputy Premier Jeff Seeney said measures would allow local government to pinpoint areas in need of improvement.

"The pilot scheme will be used to create a simple system for a council to assess their processes against the State Government's expectations of best practice, identify areas for improvements and report against meaningful key performance indicators," he said.

"Many councils already have good systems and processes in place...but without any way of measuring the performance of a planning process, it's hard to pinpoint where the improvements can be made."

The government aims to come up with a range of data from the pilot scheme which could be released publicly.

Mr Newman said the government was now looking at the issue of "cultural and attitudinal change" following state planning reform last year.
