Tweed Inspector Bobbie Cullen was unable to confirm if the shooter was known to the victim.
She said the victim was walking along the road at the time of the incident - but couldn't yet disclose why.
"He's indicated a sedan drove past and shots were fired," Insp Cullen said.
She said the man sported entry and exit wounds to his right buttocks.
A bullet casing found at the scene is being examined.
Insp Cullen said the sedan was heading north along the Gold Coast Hwy at the time of the incident.
"We have had contact with Queensland Police," Insp Cullen said
"They will assist us with anything we need."
INITIAL REPORT, Mon 8.36am: A man was left hospitalised after being shot in the buttocks at Tweed Heads on Monday.
Emergency services were called to Kennedy Dr just before 5am after receiving reports of a shooting.
A man, believed to be in his 20s, was found with a gunshot wound to his buttocks.
The man was taken to Tweed Hospital.
Police said his injuries were not considered life threatening.
Investigations are ongoing, with a crime scene established.
Police have asked anyone with information about suspicious activity near the intersection of Kennedy Dr and the Pacific Mwy around that time.
