THE ABC and SBS could be told to work together as the Abbott Government considers more cuts to the broadcasters.
Both have had $43.5 million cut from their budgets as the government's demand that effiency improve by 1%.
However, ABC now reports the government expects more savings be made.
A 146-page study into the operations of both broadcasters suggests five ways to save money, including the merging parts of the ABC and SBS, using newer technology and finding ways for the ABC to raise money.
The study has not been made public.
